To boost efficiency and transparency in land administration, the Makueni County Government, through the Department of Lands, Urban Planning, Development and Environment, has launched the Ardhi System. The system was officially launched by Governor Mutula Kilonzo Jr. at the Makueni Integrated Vocational Education Centre (MIVEC) and will digitalize and simplify land transactions for residents.

Digital Land Services

The Ardhi System will provide seamless access to key land services, reduce bureaucratic delays and curb corruption in the sector. Services available on the platform are:

✅ Pay property rates and rent
✅ Plot search and verification
✅ Apply for construction permits
✅ Clearance certificates
✅ Development permits and approvals

Governor Mutula Kilonzo Jr. emphasized that land ownership is a fundamental right and assured residents that the Ardhi System will make accessing land services easier, transparent and corruption-free.

"The Makueni Ardhi System will not only be efficient but also increase revenue collection for better service delivery," he said.

Efficiency and Revenue Collection

The Ardhi System has digitalized 32,332 plots, up from 27,000 plots previously documented. This will boost revenue collection, with the county targeting Ksh 170 million from land based revenue streams in the 2024/2025 financial year.

Deputy Governor Lucy Mulili said the system will enhance governance and accountability, eliminate past inefficiencies and corruption.

"For years land has been marred with inefficiencies and corruption. With this system we are ensuring land transactions are transparent and residents can access services from anywhere at any time," she said.

Towards Digital Governance

The launch of the Ardhi System is part of the Makueni County Smart Governance Strategy to use technology for public service delivery. Governor Mutula Kilonzo Jr. re-affirmed his administration’s commitment to modernizing land management and make services accessible to all residents.
